Expanded CBP Guidance for Section 232 Copper Smelt and Cast Reporting Requirements
On July 15, Customs and Border Protection (CBP) issued new reporting guidance, through CSMS # 69252300, for certain copper products under Section 232. Under this directive, similar to what has already been in place for steel and aluminum items, the countries where the copper is smelted and cast must be reported at the time of entry.
Full implementation within the ACE production environment is set for July 30.
Copper Reporting Protocol for Smelt and Cast Countries
Starting on the effective date of July 30, imports encompassing targeted copper articles originating from any foreign country must declare the primary country of smelt and cast always, and the secondary country of smelt as applicable.
This guideline applies specifically to the following Harmonized Tariff Schedule of the United States (HTSUS) classifications:

In scenarios where the specific primary country of smelt, secondary country of smelt, or the country of cast cannot be definitively verified through supply chain documentation, the code “OTH” (for “other”) may be reported to fulfill the field requirements.
We strongly encourage you to take this small window of notice before the effective date to collaborate with your suppliers to provide the country(ies) of smelt and cast on the commercial invoice or in an uploadable, electronic format to help facilitate the smooth processing of entries and prevent delays.
